Every cigarette lighter I have seen from the factory was on a fused
circuit. Typically 20 amps.
I can set steel wool on fire with a "D" cell, so you don't need hundreds of
amps to start a fire.

When doing this take the time to put in an inline fuse to avoid a lot of
