So far no one has mentioned the ground. If you have +12 volts at the center
contact of the socket, but the object still doesn't work, make sure the
rest of the circuit is good. The shell that holds the socket to the dash
also completes the circuit by grounding the outer part of the socket.
Use the voltmeter between the inside of the shell and the center pin to see
if 12 volts is really there. Electrical objects don't work unless there is
a complete circuit.

ps Now Seth has me wondering if the Corvair wiring somehow missed fusing
the socket. But I have replaced many a fuse in a lighter circuit over the
years.
