<VV> How to evaluate an air tool - minimal corvair

I am looking at buying a new air tool to r/r lug nuts etc.  Twice now I 
have had lug nuts get loose, so I have taken to checking them with the 
torque wrench.

How do I know if its good/bad/or absolute crap.
