[FC] adjusting emergency brake 63 rampside

Actually, I said that wrong. Was thinking about a LM car at the time.
The "equalizer" is a whole assembly and shows on page 5-17 of the shop
manual. Daniel says to "remove the pin", but I'm not sure that is needed.
Perhaps that makes it easier? The adjustment is at the two nuts - labeled
#5 in figure 5-31.
