[FC] adjusting emergency brake 63 rampside

Start by FIRST adjusting the rear brakes up with the E brake handle in the 
"relaxed" position.  Then see the '61 shop manual at page 5-7.  The only 
adjustment is at the Y - which the manual calls the "equalizer.

After adjusting the rears you might want to also do the fronts?
