The wiper motor is always powered through the fuse block. The motor stops
when there is no ground. When you turn the switch you ground the motor and
it runs. The wiper also contains a separate self grounding cam that
grounds the motor for 340 degrees of rotation and the wiper motor stops
when it is ungrounded (parks). When you push the washer button you engage a
separate wiper grounding the washer cam in the washer that provides the
wiper motor ground for 700 degrees of rotation after the button is
released. The problem is the switch is not grounding the motor. It could
be a bad switch, broken wire or corroded connection.
