I cannot argue the point about shoulder harnesses - nor the caveat about “if installed correctly.”  

The problem is, we don’t have any data about how to correctly install them in any car for which they were never originally installed.  Shoulder harnesses went through many different designs in the early years of use, before they finally figured out today’s designs.   It might be a mistake to assume we could simply add them to an older vehicle and get good results without doing structural analysis of the proposed mounting points and how they might be affected by various crash scenarios.
