<VV> Production date question: When was my '65 built?

Is there a "register" of Corvair VIN "sequence #s" with the "body" # on the corresponding "trim tag" that has the "build date" code?
How did LA and Willow Run "synchronize their VIN #?
Did GM issue a "block" of VIN #s for each before they were built?
If the "Body #" on "trim tag" is the # of each "style" and last 6 of VIN is "sequence #" of ALL Corvairs, then the VIN should always be higher, right?
These 2 examples disagree: 
"Body #" is "972" and last 6 of VIN = "101553" (VIN higher)
"Body #" is "45" and last 6 of VIN = "100015" (VIN lower)
