<VV> 64 seat belts

Most states required front seat belts for the 1964 model year (maybe
some just after January 1, 1964) so the built in 7/16-20 nuts in the
floor should be real noticeable. I doubt ANY 1964 Corvair was built by
Fisher without these nuts in the floor. In fact, I have yet to see any
early that did not have them, even a 1960 model.
The side holes are in the "rocker" area, since there is the extra
interior rocker section in an early convertible.
