Since wiring has been changed it's hard to say but if the alternator is charging through the fuse you have a problem since the alternator can put out more than 30 amps.  The HRPT wasn't a fuse so why have one now?

Disconnect the large red wire from the alternator and try again. I'm not sure what else would draw or make power once the engine started vs turning all accessories on with key on engine off.
