The long and short of it is control and flexibility.

I'd certainly welcome someone who wants to investigate the costs, although every time I've looked it's been expensive.  At a high level we'd require:

Joomla!
Chapter sites
Mailman lists (several)
Wiki
Wordpress
Multiple domains
Shell access
Add/upgrade packages
