Why not?

The clutch has nothing to do with getting into gear when the clutch is not
turning. Except for the small chance of a tooth hitting a tooth dead on.

When a clutch disc sticks to the flywheel or pressure plate, you can shift
gears easily with the engine not running.

Mark---Pedal flow is smooth through the range.  If it was installed
backwards, I doubt you’d be able to get it to go into gear when the
engine isn’t running.
