 PTOs are actually pretty cheap, lots are available used. The trick is how to couple to the Corvair mainshaft, which is only available via the reverse gear teeth on the slider. Also, PTOs typically aren't designed to handle that kind of torque, especially if someone takes a tight turn on a paved road with the 4WD engaged.

Looks to me like they were attempting to couple a standard format PTO  to 
the top of a Corvair 4 spd. the hole looks like it would take a universal PTO 
 in / out box available at truck parts suppliers . .not cheap!
Most truck transmissions have a plate on the side to remove and install a  
PTO for things like TOW truck bodies, dump box drives  etc that look like  
that hole on top.
That setup sure looks heavy..and a lot of hard work.
