John,
you do not need to drop the steering wheel to gain access to the switch.
first, remove the knob (small straight blade screwdriver to a set screw on
the side of the knob.)
Now you will see a nut holding the switch to the dash. Use a pair of
needle-nose pliers to loosen the nut and then unscrew by hand.
Reach up under the dash to the switch and pull it gently down below the
dash. There will be enough wire to pull it down and dangle below the dash.
There are three wires and two connectors to the wiper switch.
the single wire connector turns on the wipers when it is grounded.
The two-wire connector controls the speed selection and the washer. When
one of the wires is grounded, the washer mechanism will pulse as the motor
spins. When the other wire is grounded, the wiper is in slow speed
otherwise it is in high speed.
Make sure you have 12V going to the wiper and that the switch is grounded
well. It is a pretty simple system and works reliably when everything is
up to snuff.
Shameless plug: Once you get it working well, you will have to upgrade to
intermittent wipers (intentionally intermittent, not your current state of
always intermittent...). Simple install and you will have done the hardest
part by pulling the switch out of the dash. Just sayin.
