That's easy. You are supposed to remove & replace the fluid not drain it. Maybe you suck it out through the dipstick tube. I wonder what you do if 2 qts is too much or not enough? I guess you calculate from the previous level how much to remove so that 2 qts is just right.

Yes, but also see page 0-8 of the same 1965 Shop Manual that says EVERY 12,000
MILES (OR MORE FREQUENTLY FOR SEVERE SERVICE) to remove the oil from the
transmission sump and add two quarts of fresh fluid.
Same as the then current
Chev Service Bulletins.
