<VV> carb choke problems?

on my 63 monza 102/pg i have installed two premium rebuilt carbs from a noted vendor. the car starts fine, goes up to fast idle fine, and runs down the highway great. air mixture and idle speeds are good and carbs have been synched. my complaint is that the car will stumble at the first stop sign or red light until fully warmed up, then its fine at stop signs, red lights etc. i am wondering if the chokes are opening too soon or not opening soon enough. if i need to adjust the chokes, would i turn the rods in or out? i should also mention that this happens in cold or warm weather, and after the car sits overnight, or for a couple hours, long enough for the chokes to close. thanks, jim
