I sure don't remember THAT part.  I've lived in IL since 1952.

I don't think we ever had a retro-fit law for belts and I don't think we 
ever will.

in order to sell a used car 1961 model year or later, it also had to be 
retrofitted with seat belts.  We had to get seat belts for our 63 Chevy II. 
Never used them, they were pretty much useless anyway.
