Illinois passed a law about 1964 that all NEW cars had to be fitted with seat belts effective with the 1965 model year, and in order to sell a used car 1961 model year or later, it also had to be retrofitted with seat belts.  We had to get seat belts for our 63 Chevy II.  Never used them, they were pretty much useless anyway.
