To quote somewhat from Bob Helt's book...
The secondary (H) carb's throttle plates are held closed by the accelerator
pump return springs. These are somewhat shorter and stiffer than the
regular accelerator pump return springs.
These springs shold be stiff enough to prevent the vacuum from opening the
throttle plate.
Also, the throttle plate is somewhat balanced across the shaft, so vacuum
may pull somewhat evenly on both the opening and closing side of the
throttle plate when it is closed. But here I am just using SWAG.
There is no accelerator pump spring or throttle plate difference between 65
to 69 H carbs.

Not to change the Subject, and ask a question about the cars, but ...
... does anyone know if the secondaries on a four carb motor can be
sucked open by engine vacuum instead of being opened by the manual 1965
linkage? Would 66 be different?
