Yes. It is currently $500 a year.

I think liability insurance should be required, but so far the state has
allowed people to drive without it if they pay a large fee. Of course in
other states that require insurance, people who can't pay just let it
lapse, steal plates, etc. They still drive. License? We don't need no
license!
Insurance companies that do business in VA do have to offer uninsured
motorist coverage to people buying auto insurance. This allows an
insured to collect for their own car even if they do not have full
coverage when damage is caused by an uninsured motorist and the
uninsured doesn't pay.
