Are you saying that in the state of VA one can buy "Uninsured Motorist"  
tags and drive around with no insurance?

Here in VA only liability insurance is  required, even if the vehicle was 
worth millions. Or you could purchase  uninsured motorist plates, but 
only people with horrible driving records  would find uninsured plates 
cheaper than actually buying  insurance....
