<VV> Parking Brake Cable question - modifications ?

Yeah - they probably lengthened the car by 4 inches for some extra leg room, 
but did a really good job because the floors are perfect !

This car has about 75 K before I got her, and it doesn't look near 100 K 
more if it went around ?  I doubt that.

How could they modify a car to make a cable too short ?
