Yep, and then there's the cost. Cables like this inherently represent a 
fairly non stiff part of the system. Unlocking a park mechanism can 
require a fair bit of force. For a long cable, to make everything stiff 
enough to unlock when parked on an incline, for instance, would be a 
very expensive cable for the length found in a Corvair. Things become a 
LOT less expensive for a short cable. Not only due to less length, but 
the amount of 'give' in a much shorter cable is also a lot less.

Difference is Camaro is rear-engined so the PG is closer to the control 
panel that is the Camaro, whose PG right there in front, so a linkage 
or short cable works better at that short range ?

The difference IS between a 12 inch cable vs a 12 foot cable. And the 
Tempest dealt with that by having a separate park control. I assume it 
was a linkage of some kind. 
 
Plus, short cables present far fewer problems than the really long one 
that a Corvair PG uses.

Good point Jim , and by '67 Camaros with console shifted Powerglides 
had a 
cable shifter.

Don't forget, the 63 Tempest PG had a "Park" feature. So GM could have 
used it 
on the Corvair if they wanted to. 
It operated via a 2nd lever on the front of the console.
