<VV> Pitman arm bushing movement.

Page 9.2 (Steering) of the 1965 Assembly Manual indicates a torque of 29-43 lbs/ft for the nut on the bushing in the center link to which the pitman arm attaches.  When I do this even at the lowest value, the steering is very tight and when the pitman arm is disconnected from the box, it is impossible to move the pitman arm  on the bushing.  What am I doing wrong???  Thanks in advance.
