I have no personal working experience with the '60, but there was a  good 
reason GM had manual chokes in '61--the problems with the '60 choke.   Anyone 
with an original '61 knows how much mileage suffers if you  don't push in 
the choke knob once the engine is warm enough--and how  much it improves with 
the chokes off.  Our family had a '61 in  the early '60s and it was a good 
car unless my mother drove it too much--because  she invariably forgot to 
push in the choke knob.
 
And, as Tony said, if the choke pull offs and choke linkage is not  
correctly set you will have driveability and mileage problems on the '62-69  
Corvairs--and on any carbureted vehicle.
