I read in something called Design News a long time ago about a semi-permeable membrane that could seperate O2 from air. Argonne Labs I believe was the source. These membranes may be the source of the N2 at the nitrogen fill up for tires, at least those without N2 bottles.
You probably would not like to go to 33% O2, but 26%, up from 21 wuld be OK. The flame temp may have to be modersted with a diluent though, for instance H2O.
