I take it you have an aftermarket washer pump, as the factory setup 
utilizes the wiper motor for mechanical pumping power.

Remember, the wiper motor has a power feed that is always hot (+12 
volts) when the ignition switch is on. The wiper motor operates when the 
switch on the dash grounds the negative wire of the wiper motor, or when 
the park switch grounds the negative wire. This is why the motor needs 
to be grounded even though the main ground is through the switch.

So, if the aftermarket pump is wired to the hot motor wire and ground, 
it WILL run all the time. It should be wired from the hot wire and be 
grounded through the push button part of the wiper switch on the dash.
