<VV> washer pump

When getting a rear parking light to function on Peg's 65 vert I noticed that the washer pump seemed to be running.  Plenty of water in the pbttle but nothing going abywhere but the pump hammering away.  Turn on the wipers and they worked.  Tried disconnecting each wire with nothing changing until I disconnected the main power and the wiper stopped.  Seems I have a short.  Any suggestions?
Wipers run at slow motion as well.
