In my experience there are two types of rust.  The first that Frank  
describes affects the old bumpers where the chrome has become thin and rust  comes 
through from the steel bumper below.  The second is a rust stain  deposited 
by rusty water dripping from somewhere above.  For instance that  freshly 
painted LM that never had its headlight buckets cleaned up and painted  
before the rest of the car.  Now the rusty clips and brackets behind the  
aluminum cover are depositing rust stains on that nice rechromed bumper  below.  In 
this case the rust is on the surface.  Some use Bon Ami  cleanser NOT Comet 
or Ajax!).  I've had good luck with aluminum foil and  vinegar.  I'm also 
used the stuff used on aluminum aircraft skin--NevaMar  if I remember 
correctly.  There is no abrasive except for the cotton pad so  it takes awhile for 
the solvents to work, but it won't hurt a newly chromed  bumper either.
