VV-Help might moderate your situation, but they won't fix your short -- 
try unplugging the two wires one at a time and testing -- should tell 
you if it is the switch or the wiring to the lamps or the lamps 
themselves -- a bulb could even be installed in the wrong alignment.  
IE, at this point, if it's not the switch, it's the rest of it.
