<VV> Rubber boot

I am restoring my 69 convertible and ran into a problem.  I am trying to 
hook up my 4 speed shift lever and the transmission tube, bracket, and rod 
assembly under the car.  The problem is has anyone figured out how to put 
the rubber boot (part #3869808) on the transmission tube.  The brace that is 
welded on the tube is in the way.  How did the guys at GM do this?
