If the Manuals say 12-16" hg... then that is what it should be.

You can CUT a Modulator and soften the spring... then JB Weld back 
together... this may be your only recourse..

O.K. Let me put this another way. Is the operating vacuum on the
modulator supposed to be starting at 12 HG and pulled in all the way
at 15 HG? I tested the new modulator that I had on the shelf (I
ordered two from a reputable east coast vendor at the time of
replacement and I assume that they will be within the same specs).
I'll need to create a wrench to remove the modulator in order to
check the one on the car. It started to move at 16 and was full open
at 20.
