<VV> Modulator valve vacuum specs

O.K. Let me put this another way. Is the operating vacuum on the
modulator supposed to be starting at 12 HG and pulled in all the way
at 15 HG? I tested the new modulator that I had on the shelf (I
ordered two from a reputable east coast vendor at the time of
replacement and I assume that they will be within the same specs).
I'll need to create a wrench to remove the modulator in order to
check the one on the car. It started to move at 16 and was full open
at 20. If the other is of the same ilk, and this is an unacceptably
high vacuum range, that might explain why the transmission will kick
like a mule in changing from d to l when coming to a slow stop and
being barely noticeable when I apply a hard brake just before the
downshift (I've increased the vacuum pressure to meet the faulty
specs?).
