Ray - Are the tubes sticking out of the lower body of the carb, or are they  
sticking out of the tops of the top section of the carb - the part that is  
scewed down onto the lower part. Several models of the H-series have a short  
tube sticking up out of the lower body above the lower vent from the bottom  
chamber. If the tubes are sticking out of the upper portion of the carb, someone  
has started improving the turn cut-out resistance by raising the air vent of 
the  float chamber. I refer you to "How to Hot Rod Corvair Engines" for the 
method.  This is the first step toward providing"enough - but not too much" fuel 
during  faster cornering. Without the increased vent height, if the float 
levels are set  high enough to provide "enough" fuel in the chamber around the 
jet, it will be  "too high" and may spill over (out of the vents) into the 
venturi area and into  the motor. The tubes are the first step to remedy that
