???  When a car gets a new owner, there is such a thing as back 
registration???

Here in VA, when a car changes title, there is no back anything. All 
fees start anew with new owner.

So if you don't drive a car in CA for several years you still owe for 
the license plates? It kinds works that way here, i.e. if you don't 
renew the plates for say 8 months and then go to DMV to get new stickers 
for your existing plates, they renew the stickers from the last 
expiration date. So if that is a substantial amount, you just retitle 
the car...
