Simple, look at the data provided for the electric vs. stock cooling fan.  
The outlet air temperature on a Corvair is close to the cylinder head  
temperature. Meaning, the air is about as hot as it's going to get. The only way  to 
extract more heat is more air flow, no matter how good the fins are! 
Although by comparison, Porsche heads and barrels are more heavily finned,  
it's not a huge difference as you may expect. The fan, et al, is where the real 
 difference is.
