>If I reattach battery, still key in Off position, starter engages again.

Three possibilities come to mind
1) Short in solenoid keeping it powered
2) Starter hung in flywheel - stirrup link will keep solenoid contacts made
3) Short between wire to battery and wire to "S" connection on solenoid

With 1 & 3 connecting the battery  will hear a "click" then the starter 
will spin. In case 2 it will start to spin immediately.
