Yes Frank, that happened to me just today.  I finally got around to installing a couple of used window cranks that I picked up at the recent Vair Fair and one of the clips WAS put in from the "other" side.

Do look closely to see if another type of wire or fastener is in place. 
People get creative when the proper part is not handy! Also make sure 
the clip is just not installed from the other direction, i.e. push the 
tool on not from under the knob side.
