First make sure that when the accelerator is pressed to the floor that
the carb throttle plate is opening all the way.
With some one holding the pedal to the metal, look at the carb and see
if the throttle plate bellcrank is against its stop.
You can remove the carb from the turbo and see if you can spin the
blades with your finger.
