1  The Filter Element  is capable of  more than required flow thru!
2   The Housing has a "snorkel"  that is the SAME  Square inch area as the 
carbs venturii  combined!
       But nothing is 100%  efficient...so it needs to be enlarged!
3   The sharp right angle and RESTRICTED  opening above the carbs is BAD!!! [ 
as Warren L.  attested to].
4  The 1960 CAR  filter setup is the BEST.....nice smooth round  passages 
leading directly on top of each carb.

5  Even  2 / 4  individual filters still causes the air to turn a sharp right 
angle...as it enters from the side of the column.
6   The small chrome "bonnets", even with louvres in the cap, are about the 
most restrictive you can get!

The "BEST", in my opinion would be  2/4  smoothly bending tubes leading up to 
a LARGE  K & N  filter located at / near the cool air coming in the engine 
compartment.
