Set the idle speed up one carb at a time (what is the cold idle speed? Is 
that with the fast idle engaged?

Run on one carb at a time (remove that gas line and plug the gas from the 
pump.
run the carb dry)

Squirt WD40 around the carb bases to check for suction leaks.
Remove VA hose and plug.

Recheck the static advance at idle speed. (should only be static. NO 
centrifugal!!)
