A couple of thoughts...
 
I wonder if you could drill holes in the steering wheel to accommodate the existing pattern in the GM hub?
 
What would happen if the horn recess was on the left of the upper locating hole instead of the right? The three holes for mounting the steering wheel may line up better.
 
For that matter what does it matter where the horn recess or centering mark is? The only thing that should matter is if the mounting holes for the steering wheel match.

Viewed properly (note centering mark which is used to align with steering shaft) it is evident that the three existing holes are not in the right place and a template is needed.
