My experience has been limited to FC rear EM bearings, so some of this might not apply.
You need to drill out the rivets and take the inner bearing shell off, that will expose the inner rollers and races. Then look for a little stamped stainless steel (?) ring retaining the inner bearing roller carrier/holder. The ring is lightly pressed on so you should be able to take a screwdriver blade and pull it gently off towards the yoke end. Do this over a catch basin so you don't lose any rollers. Count them first so you know how many to find. When the inner race is off with the rollers, it might make it so that you can pull the outer bearing shield back somewhat and view the outer bearings. Some of my FC bearings have a LOT more clearance for viewing the outer bearings than others. Not sure about 64s.
Do what you can and spray in there with the brake cleaner and the long spray straw. Clean it best that you can. Dry but don't spin the rollers with air. See if you have any "gravelly" rollers or ones with rough ends or cracked chrome. If so, those are not usable. Same for over heated rollers.
When reassembling, use grease to hold the rollers in the carrier and hold the carrier horizontal and slide the axle downward over the bearing until it is in the race. I found the long needle grease attachment to the lube gun worked VERY well at getting all the grease into all the rollers evenly. Keep adding grease, roll around the bearings and add a little more until full.
