Is this true? If so, why doesn't everyone with a non-titled car take it to 
Alabama to put it on the road? And what if you want to leave Alabama and 
title it somewhere else? What do you do? And what's to stop you doing it 
with a car that never had a title, is a fake, isn't the year you say it is, 
is stolen, etc., etc., etc., etc.

How does their system work?
