As with many things, this is a value judgment. You could make a
similar argument for painting a car a different color, or better
shocks, or (heaven forbid :-) an Ignitor. The difference is noticeable
with better tires, even at "legal" and "sane" (subjective) speeds. The
only question is whether it's a good value proposition or not.
Now, having had the pleasure of visiting Ellie (then GF, now wife) in
the hospital due to cheap tires that worked ok at "legal" and "sane"
speeds but that didn't work so well one rainy night, I will err on the
side of overbuying tires. A performance tire is just that, it has a
greater performance envelope. There is no other modification that will
do more to enhance the performance envelope of your Corvair than good
tires - and you might not get to choose how much performance you'll
need. It is certainly good advice to recommend sampling the
difference. It is also worth noting that many performance tires are
aimed largely at summer driving, so it's worth doing a little research
before buying.
