<VV> 140 carb problem

There is a primary on each side, but they are reversed, side to side. In
other words, one is the front carb, the other is the rear. You balance the
primaries; the secondaries should be at wide open throttle with the pedal to
the floor. That's how the secondaries are 'balanced'.
