The answer is a 90% yes, it was also a partial pacifaction for fuel
emissions.
During 63-66 the turbo engines had the return line for that very reason
and also was an easy way to reduce the fuel pressure. So the answer is still a
90% yes.
On the other hand, if you look at any other GM vehicle that used a
mechanical fuel pump and the car had AC then there was a return line. Yes it kept
cool fuel going through the pump.
