JR,
I think that if one of the following occurred, and the intake valve fails to open, it might cause those symptoms.
1. broken pushrod
2. broken rocker arm
3. rocker nut or rocker stud backed off
I could be wrong, but I'm pretty certain this could be the problem.

I thought the rocker cover was already off.  If a valve seat is partially
out, that rocker will not close down in the normal fashion.  This will be a
BIG indicator that it is a seat.
