AFIK it holds the arm in a stable position in order to maintain  toe-in.  
Without it, the rubber bushing is in control.  When you set  the toe at the 
forward end of the control arm, you do it with the little rod  loose.  Once the toe 
is set, you retighten the little arm's bracket.
