Bill, I'd say no. But I'd also suggest that you do some fairly simple 
troubleshooting too. Have you made any recent changes to the FC that could be 
attributed to the problem? Or did this just happen? Knowing that would be helpful.
Tell us if this bog happens immediately upon depressing the accel, or is 
there a lag?
Does this deceleration continue? Or stop after a moment?
Are you getting a squirt from the accel pumps? 
Remove and plug the vac line to the VA and see if that makes any difference.
Check the gas level in the carbs by removing the tops and looking. Check the 
float levels too.
